I could easily just link to [this article] to express my opinion, but I felt like ranting again. YouTube's selfishness and their lack of maintaining their Partnership Program efficiently is going to once again kick a bunch of us in the ass. The number of advertisements on YouTube videos is currently too small (about 4% of all videos on the site have advertising) to fulfill Google, Inc.'s expectations. Now, the most logical solution for this problem SHOULD be to allow more people into the Partnership Program. Unfortunately, this solution is a bit above the heads (and ego's) of those responsible. Google has reported that they are planning on placing advertising at the beginning and end of videos (most likely Partner videos). As if the InVideo advertisements weren't annoying already, now we are going to be forced to watch an advertisement before we can even see the video we want to watch?
Quoting from the article: Google also has significantly cut the number of YouTube clips it will sell ads against, so as not to sell them against videos that may violate copyrights. Now it seems from this statement that the Partner Program may actually be hurting YouTube instead of helping it. Please, Google/YouTube, get your act together and understand that there are people who make great original content on your site who are more than happy to welcome banner advertising on their videos so that we don't have to suffer forced 'preroll' advertisements.
